Question 1

What is an Electricity Facts Label (EFL) in Texas?

Accepted Answer

An Electricity Facts Label (EFL) is a standardized disclosure document that every Texas retail electric provider (REP) must give customers, as required by the Public Utility Commission of Texas (PUCT). It spells out the plan's pricing in plain terms: the energy rate per kWh, fixed monthly customer fees, TDU delivery charges, any bill credits or discounts, the contract term, early termination fees, and renewable energy content. It also displays the average price per kWh at three benchmark usages — 500, 1,000, and 2,000 kWh. Think of it like a nutrition label for an electricity plan: it lets you compare plans apples-to-apples before you sign up. REPs are legally required to provide the EFL on their website and upon request, and the pricing in the EFL is binding for the length of your contract.

Question 2

How is my Texas electricity bill calculated?

Accepted Answer

Your bill is the sum of several parts: (1) the REP base monthly customer fee, a flat charge that applies no matter how much you use; (2) the energy charge — your usage in kWh multiplied by the plan's energy rate; (3) TDU delivery charges — a fixed monthly base fee plus a per-kWh delivery rate from your local utility (Oncor, CenterPoint, AEP, or TNMP); and (4) any bill credits or usage discounts subtracted for hitting certain usage thresholds. State and local sales taxes are then added on top. SparkEFL calculates everything except taxes automatically from your EFL, applying each component in the correct order so the result reflects what you'll actually owe before tax. The calculator also reconciles against the EFL's stated averages at 500, 1,000, and 2,000 kWh so benchmark usages match the provider's advertised numbers.

Question 3

What are TDU charges and why are they on my bill?

Accepted Answer

TDU (Transmission and Distribution Utility) charges are the fees your local wire company charges to physically deliver electricity to your home over the poles and wires. In Texas the four main TDUs are Oncor (Dallas/Fort Worth and much of North Texas), CenterPoint (Houston and surrounding areas), AEP Texas (South and West Texas), and TNMP (parts of the Gulf Coast and North Texas). TDU charges include a fixed monthly base fee plus a per-kWh delivery rate, and they appear on your bill no matter which retail provider you choose — they're set by the state through a regulatory process and you can't shop around for them. TDU rates change periodically as utilities update their tariffs, which is one reason your bill can shift even when your usage and plan stay the same. Some plans 'bundle' TDU charges into a single energy rate; most list them separately, which is how SparkEFL models them.

Question 4

What is a bill credit and how does it affect my rate?

Accepted Answer

A bill credit is a discount a REP applies when your monthly usage falls within a certain range — for example, a $35 credit when you use 1,000 kWh or more, or a credit that applies between 1,000 and 2,000 kWh. These credits make the advertised 'average price per kWh' at 500, 1,000, and 2,000 kWh look attractive, because the benchmark numbers are chosen to land inside the credit window. But beware the cliff: if you use 990 kWh instead of 1,000, you miss the credit entirely and your effective rate spikes dramatically — often by 2–4¢/kWh in a single billing cycle. Some plans also offer usage discounts (a lower energy rate above a threshold) rather than a flat credit. Always check the EFL's credit thresholds and compare them to your real usage pattern before choosing a plan. If your usage swings seasonally, a bill-credit plan can cost you more over a year than a slightly higher flat-rate plan with no cliff.

Question 5

Why does my price per kWh change with my usage?

Accepted Answer

Because most Texas plans include fixed monthly fees and bill credits, your effective price per kWh depends heavily on how much you use. At very low usage, the fixed fees (the REP customer charge and the TDU base fee) get spread across fewer kWh, raising your effective rate — a $9 monthly fee is 1.8¢/kWh at 500 kWh but only 0.45¢/kWh at 2,000 kWh. Around credit thresholds (like 1,000 kWh), a bill credit suddenly drops your effective rate. Above the credit's upper limit, the credit disappears and the rate jumps again. That's why a single 'rate' number is misleading — your true cost only becomes clear at your specific usage. This is the core problem SparkEFL solves: instead of trusting an advertised average, you calculate the bill at the kWh you actually use.

Question 6

What's the difference between fixed and variable rate plans?

Accepted Answer

A fixed-rate plan locks in your energy charge per kWh for the contract term (often 12, 24, or 36 months), giving you predictable bills and protection from price spikes. The energy rate won't change even if wholesale electricity prices soar during a summer heatwave or winter freeze. A variable-rate plan fluctuates month to month with the wholesale market — it can be cheap when prices are low but soar during high-demand periods. There's also a hybrid: indexed plans tied to a formula (often a percentage of the real-time or day-ahead market). Fixed plans are usually safer for budgeting and are the most common choice for Texas households; variable and indexed plans suit short-term residents or those willing to accept risk for potential savings. Your EFL clearly states which type a plan is.

Question 7

What is an early termination fee (ETF)?

Accepted Answer

An early termination fee (ETF) is a penalty you pay for canceling a fixed-rate contract before it ends. In Texas, ETFs typically range from $150 to $295 per contract, though some plans waive it if you move more than 50 miles away and can provide proof of a new address. The exact amount and any waivers are listed on your EFL. Importantly, Texas rules allow you to switch without an ETF within 14 days of your contract's end date, or at any time if your plan is month-to-month variable. If you're unsure about your long-term plans, look for month-to-month variable plans or plans with no ETF — but expect those to carry slightly higher rates in exchange for the flexibility.

Question 8

Does my electricity bill include taxes?

Accepted Answer

No — the calculations on SparkEFL exclude state and local sales taxes. Texas applies a state sales tax (6.25%) plus local city and special-purpose district taxes (up to about 2%) on the taxable portion of your electric bill, so your final billed amount will be slightly higher than the estimate shown here once your provider adds these taxes. Some line items, like certain TDU charges, may be tax-exempt depending on your locality, and the exact combined rate varies by city and county. Because taxes can't be determined precisely from an EFL alone, the calculator shows your pre-tax bill so you can compare plans on equal footing. To estimate your all-in cost, add roughly 7–8% to the calculated total.

Question 9

What is the average electricity usage for a Texas home?

Accepted Answer

The average Texas household uses about 1,000–1,200 kWh per month, but this swings wildly by season. In a mild spring or fall month you might use 600–800 kWh, while a brutal July or August with the AC running constantly can push usage to 1,500–2,500+ kWh. Texas leads the nation in electricity consumption, largely because of air conditioning loads, large average home sizes, and electric water heating. EFLs are required to show average pricing at 500, 1,000, and 2,000 kWh precisely because usage varies so much. The best practice is to pull 12 months of past bills, find your lowest and highest months, and run each EFL through the calculator at both extremes plus your annual average — that reveals how a plan performs across your real usage range, not just at a benchmark.

Question 10

How do I read the 'average price per kWh' on an EFL?

Accepted Answer

Texas EFLs display the average price per kWh at three benchmark usages: 500, 1,000, and 2,000 kWh. This average folds in the energy charge, fixed fees, TDU charges, and any bill credits to give you a single blended number. It's a useful comparison tool, but remember it's only accurate at exactly those usage levels. At 750 kWh or 1,500 kWh, your real average could be very different — which is exactly why SparkEFL lets you calculate the bill at any usage. When reading an EFL, also note whether the average includes or excludes TDU charges (most include them), and check the credit column to see whether a bill credit is propping up the 1,000 kWh number. A plan with a low 1,000 kWh average but a much higher 500 kWh average is a strong sign of a bill-credit cliff.

Question 11

What is a time-of-use or free-nights plan?

Accepted Answer

Time-of-use (TOU) plans charge different rates depending on the time of day. 'Free nights' plans give you $0 energy charge during off-peak hours (often 9 PM–6 AM) but charge a higher rate during the day. 'Free weekends' plans work similarly. These can save money if you can shift most of your usage (laundry, EV charging, dishwasher) to the free periods — but if your usage is mostly during peak hours, you may pay more than a standard fixed plan. Read the EFL carefully: the 'free' hours usually apply only to the energy charge, not TDU delivery, and the daytime rate is often significantly higher than a comparable fixed plan. Use the calculator at your typical daytime and nighttime usage split to see whether a TOU plan actually beats a flat-rate plan for your lifestyle.

Question 12

How do I compare two Texas electricity plans the right way?

Accepted Answer

Don't compare advertised averages — compare calculated bills at your real usage. Upload both EFLs to SparkEFL, enter the same kWh for each, and look at the total bill amount and effective rate, not the headline number. Test at least three usage points: a low month (e.g., 700 kWh), your annual average (e.g., 1,100 kWh), and a peak summer month (e.g., 1,800 kWh). A plan that wins at all three is a safe choice; a plan that only wins at 1,000 kWh is a gamble. Also compare the contract term, early termination fee, renewable content, and whether the plan bundles TDU charges. Finally, check for bill-credit cliffs: if your usage sometimes dips below a credit threshold, that plan's effective rate can spike in those months.

Question 13

What does 'renewable content' mean on an EFL?

Accepted Answer

The renewable content percentage tells you how much of the electricity for that plan comes from renewable sources like wind or solar. Texas leads the nation in wind power, so many plans offer 100% renewable content at no extra cost. A higher percentage means a greener plan, though the actual electrons reaching your home come from the same shared ERCOT grid regardless of plan — the renewable attribute is tracked through renewable energy certificates (RECs). If supporting clean energy matters to you, look for plans with 100% renewable content; if not, don't pay a premium for it, since many Texas plans already include it at no extra charge.

Question 14

Can I switch electric providers anytime in Texas?

Accepted Answer

Yes — Texas is a deregulated market (in participating areas), so you can switch REPs at any time. If you're on a fixed-rate contract, you may owe an early termination fee unless you're within 14 days of your contract end (or you're moving and can show proof). Switching typically takes one to three billing cycles, and there's no interruption in service — only the billing changes. Before switching, always compare EFLs with SparkEFL at your actual usage to confirm the new plan truly costs less. Also confirm your address is in a deregulated area; some Texas regions (like city-owned utilities or cooperatives) are not open to competition.

Question 15

What is the 'bill-credit cliff' and how do I avoid it?

Accepted Answer

The bill-credit cliff is the sharp rate increase that happens when your usage falls just below a credit threshold. If a plan offers a $35 credit at 1,000 kWh and above, using 999 kWh means you pay full price — your effective rate can jump 2–4¢/kWh in a single month. To avoid it, first know your usage pattern: pull 12 months of bills and see whether you reliably land above the threshold. If your usage is unpredictable or seasonal (low in spring/fall, high in summer), a bill-credit plan may cost you more over a year than a flat-rate plan with no cliff. Use the calculator to test a plan at your lowest-usage month — if the effective rate there is much higher than at 1,000 kWh, that plan carries real cliff risk for your household.

Question 16

What's the difference between bundled and unbundled TDU charges?

Accepted Answer

Some plans 'bundle' TDU delivery charges into a single all-in energy rate, so you see one price per kWh that includes both the REP energy charge and the TDU delivery. Most plans list them separately (unbundled), showing the REP energy rate, the TDU base fee, and the TDU per-kWh charge as distinct line items. Both approaches arrive at the same total, but unbundled plans make it easier to see how much of your bill is delivery (which you can't shop for) versus energy (which you can). SparkEFL models both correctly — if an EFL indicates bundled TDU charges, the calculator doesn't add them again. When comparing plans, just make sure you're comparing total bills, not raw energy rates, since a low energy rate on an unbundled plan can still produce a higher total once TDU charges are added.

Question 17

How can I lower my electric bill in Texas?

Accepted Answer

Start by comparing EFLs with SparkEFL to find a plan that fits your actual usage pattern — avoiding bill-credit traps if your usage is unpredictable. Then reduce consumption: raise your AC thermostat to 78°F, switch to LEDs, seal air leaks, maintain your HVAC, eliminate phantom power loads, and shift usage to off-peak hours on TOU plans. Texas-specific wins include shading your outdoor AC condenser, keeping return air filters clean, and adding attic insulation to R-38+.
